Wind Farm Blocked?

The proposed wind farm off the coast of Nantucket may have a big problem: Proposed legislation barring the cosntruction of wind turbines near shipping lanes. According to the NYT, Alaska Congressman Don young is seeking to add such a provision to the Coast Guard's appropriations. Wind farms have enough trouble competing in the open market; they have no chance if they have to fend off government regulation as well.

I agree that over regulation is problematic, but to suggest that wind farms should be allowed to compete in an 'open market' ignores the fact they are given extremely favorable treatment (often ignoring laws such as E.S.A. or voltage regulations for the grid) and are the most heavily subsidized energy form. When allowed to compete in more level arenas wind farms (both on or off shore) fail miserably. With respect to shipping lanes--if the wind farm imposes safety risks on shipping the wind farm should compensate shippers.
