This is common practice for the EPA CID. They did this (manufactured data in order to get a search warrant) at the Rocky Flats nuclear weapons production plant back in 1989. All of the original allegations that justified their Rocky Flats search warrant were never presented to the Grand Jury (because they were lies). Instead a number of relatively minor (and previously known) technical violations of RCRA were used as the basis for a "plea agreement" and a large fine on Rockwell (the plant manager).
